Our Mission and Research Assessment Goals

BAUDER (Scientific Research and Applications Association) is a research-oriented professional association and signatory of the Coalition for Advancing Research Assessment (CoARA). Our mission is to promote high-quality, impactful, and ethically conducted research across all disciplines, with a particular focus on applied sciences, engineering, and innovation.

We believe that the quality and impact of scholarly work cannot be reduced to a single number. The assessment of researchers and research outputs must be fair, transparent, and multidimensional — recognizing a broad range of contributions including publications, datasets, software, patents, community engagement, and teaching.

About DORA

The San Francisco Declaration on Research Assessment (DORA) is a global initiative that recognizes the need to improve the ways in which the outputs of scholarly research are evaluated. Developed in 2012 and signed by over 25,000 individuals and organizations in more than 148 countries, DORA advocates for moving beyond journal-based metrics — such as the Journal Impact Factor (JIF) — as primary tools for evaluating research quality.

BAUDER’s Commitment

BAUDER signed the San Francisco Declaration on Research Assessment (DORA) in 2025. Our endorsement reflects our alignment with DORA’s core principles:

  • We will not use journal-based metrics (such as the Journal Impact Factor) as surrogate measures of the quality of individual research articles when evaluating researchers or making decisions related to our association’s activities, conferences, or awards.
  • We will assess research on its own merits, taking into account a diverse range of outputs and their actual impact — scientific, social, and practical.
  • We will apply transparent and consistent criteria in our peer review and evaluation processes.
  • We will promote awareness of responsible research assessment (RRA) practices among our members, partners, and the broader academic community in Turkey and internationally.
  • We will actively explore how DORA principles can be integrated into our conference review processes, membership criteria, and any future funding or award decisions.

Our Current Plans and Implementation Steps

As a DORA signatory and CoARA signatory, BAUDER is taking the following concrete steps toward responsible research assessment:

  1. Member Awareness: We will circulate DORA’s principles and supporting resources to our members and conference participants, including in the Turkish language, to increase awareness and promote adoption at the institutional level.
  2. Policy Review: BAUDER’s board will review its internal evaluation practices and establish a working group tasked with delivering recommendations on embedding RRA into association activities by the end of 2026.
  3. Collaboration: As a CoARA signatory, BAUDER will engage in joint initiatives and shared learning opportunities with other CoARA signatories to accelerate the adoption of responsible assessment practices.
